Prelude
 United Nations, is "a way to help countries torn by conflict create conditions for sustainable peace." Peacekeepers monitor and observe peace processes in post-conflict areas and assist ex-combatants in implementing the peace agreements they may have signed. Such assistance comes in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development. Accordingly UN peacekeepers (often referred to as Blue Helmets because of their light blue helmets) can include soldiers, civilian police officers, and other civilian personnel.
Peacekeeping operations are special operations requiring a doctrine and special techniques from a synthesis of research and experience. To fulfill this need, the Centre for United Nations Peacekeeping (CUNPK), has been set up in New Delhi, drawing on India's vast experience in the field of UN Peacekeeping. The Centre conducts International Training Capsules for Military Contingent Officers, Military Observers, and Staff and Logistics Officers. The Centre regularly organizes Seminars, Joint Working Groups and Command Post Exercises at the National and International level. CUNPK is also a repository of information on India’s involvement in UN Peacekeeping and is continuing to build and update its research on peacekeeping related issues.
Since October 2005, CUNPK has taken the responsibility for the Secretariat of the International Association of Peacekeeping Training Centres (IAPTC).
A vast pool of experienced personnel, well attuned to the requirements of training, internationally developed theories, modern methods of instruction, and progressive development, are the cornerstones of the Centre.
Our Role
Under the directions of a Board of management under the Chairmanship of Vice Chief of the Army Staff and its role is to:
• Act as a training facility, aimed at providing integrated training in UNPKO to Military Contingent Officers / Military Observers and Staff Officers.
• Provide similar training facilities to personnel from friendly foreign countries.
• Train the Trainers and then monitor pre induction training of contingents through COs.
• Promote research in all facets of PKOs and facilitate intellectual exchange by organising international seminars / discussions.
• Enhance and update the doctrinal aspects of training.
Training
The main purpose of training capsules is to prepare personnel for specialized duties while serving under the UN flag. They are also made conversant with UN history, past conflicts, background, culture and religious aspects of the conflict and about other UN organizations and procedures in the conflict area. The Centre prepares:
• Contingent officers to train their troops in UN Peacekeeping techniques.
• Military Observers to monitor cease-fire agreements, withdrawal of forces etc.
• Staff Officers to perform their duties in the Headquarters of Peacekeeping Missions and other levels.
• Logistic Officers to formulated and execute logistic plans to support Peacekeeping Missions.

1. UN MILITARY CONTINGENT OFFICERS COURSE (UNMCOC)
Contingents training include the training of soldiers in the respective functions and in cooperating within the unit, training in special skills necessary for the effective performance of the unit. The UN Military Contingent Officers Course (UNMCOC) aims to prepare contingent officers for effective execution of their tasks as part of Military Contingents and to equip them for training their troops in UN Peacekeeping techniques.

2. UN MILITARY OBSERVERS COURSE (UNMOC)
The job of a military observer requires professionalism, self control and courage. The task is exhausting and dangerous. Moreover, officers serving as military observers are unarmed. Military Observers monitor and observe. They recover and report changes. In doing so, they make sure that threats to agreements are recognized, relayed to those responsible and made known to the international community. This, in most cases, is sufficient to avoid escalation. The UN Military Observers Course provides a unique opportunity for future Military Observers to interact with one another prior to deployment, and develop strong inter personal bonds so crucial for a successful mission. Cross fertilization of ideas and a sound understanding of each other’ role goes a long way in developing a well rounded perspective for the future ‘Blue Berets’.

3. UN STAFF & LOGISTIC OFFICERS COURSE (UNSLOC)
Logistic for UN Missions is a very complex affair, there being a multiplicity of agencies in the field involved in the gargantuan task of sustaining a Mission. A logistic Officer must be able to function in a cross culture environment, be adept in logistic management of the Mission and be able to formulate and execute logistic plans in accordance with the progress of peacekeeping operations.
The task of a staff officer is no less crucial. Staff Duties in international operations is a demanding and specialized task that offers a fascinating opportunity of working with people from all over the world. The tasks include planning, issue and monitoring of operational instructions/orders collections and dissemination of information; planning and execution of logistic tasks and maintaining databases of personnel and material resources. Minimum supervision and constrains of time require a staff Officer to display foresight, initiative, independence of thought, meticulous planning and execution of complex tasks.

Course Administrative details
How to Apply: All interested foreign participants should contact the Ministry of External Affairs "(Joint Secretary, UNP Division)" in India through the Indian Embassy in their respective countries and/or Director CUNPK (dir.cunpk@gmail.com) (91 11 26152711).
Accommodation: All participants will be accommodated at the Residency at the United Service Institution of India (USI) at New Delhi. CUNPK is located 10 kms from the Indira Gandhi International Airport, New Delhi.
Costs: The training costs for all candidates will be borne by the Centre. For each of the above mentioned courses, for Officers from Troop Contributing Countries (TCC) or emerging TCCs; Government of India also bears the complete cost of to and fro airfare, accommodation, meals and visit the historical places in India (Agra /Jaipur and Delhi) for 15 officers (one from each country) on a first come first serve basis. The other officers would be expected to pay for the accommodation and meals at the rate of US $ 110 per day.

Contingent Training
 The Centre for United Nations Peacekeeping is mandated to impart Pre Deployment Training to all contingents fielded by Indian Army for peacekeeping. The centre trains the contingents of the unit and thereafter the training is carried out by these trainers under the direct supervision & guidance of the centre. Units undergo orientation training for peacekeeping for duration of four to six weeks in their respective operational/ peace areas immediately on nomination for a peacekeeping mission. Upon arrival in Delhi, prior to induction the units undergo an intensive Pre Deployment Training cycle for a duration of six months whereby the units receive a comprehensive and a holistic training for their role in mission areas. The Pre Deployment training is mission specific and draws heavily from the extensive experience of six decades in peacekeeping. The administrative activities of equipping and preparing the contingent for the mission proceed concurrently at New Delhi.
Concept Development
 Sharing of peacekeeping experiences through regular interaction with other friendly foreign countries helps in enhancing and updating the doctrinal aspects of training. The Centre conducts Peacekeeping Seminars, Joint Working Group Meetings, Workshops, and Multinationals Peacekeeping Exercises to facilitate this process. The Centre conducts 3-4 such events every year, and the programme is announced on annual basis.

International Association of Peacekeeping Training Centres
 The International Association of Peacekeeping Training Centres (IAPTC) is an open and voluntary association of centres, institutions, and programs dealing with peace operations research, education, and training. It was initiated by Canada's Pearson Peacekeeping Center (PPC) in 1995.
The IAPTC promotes better understanding of peacekeeping, its goals and objectives, and of the methods used in training for peace operations of all types. It is intended to broaden contacts between various international organizations, peacekeeping training centres and institutions, universities, and other interested groups, leading to more effective peace operations.
The IAPTC offers peacekeeping training centre personnel a forum for discussions relating to training without their having to deal with national interests (and sometimes restrictions). Each year, there is an Annual Conference with the host country or organization responsible for preparing the event, and developing the theme and agenda. In the past few years the IAPTC has taken account of the fact that some centres deal strictly with military aspects of peacekeeping, some with civilian, some with police, while others have a mixed program. The Annual Conference now includes both a broad multi-disciplinary agenda of interest to all centres as well as more specialized segments for the military, civilian, and police centres.
Since its inception in 1995 some 90 different centres, institutions, organizations, and agencies have participated in the IAPTC's work. Participants have come from all regions of the world.
The Secretariat
As of October 2005, the IAPTC secretariat has been taken over by Centre for United Nations Peacekeeping, New Delhi, India.
What are the objectives of the IAPTC?
The objectives of the Association are:
• To promulgate an understanding of training standards developed by the UN and other relevant organizations and to encourage their adoption.
• To educate ourselves about peace operations policy matters.
• To identify emerging training requirements flowing from relevant policy matters.
• To promote the exchange of experience among training institutions regarding different training methodologies.
• To create conditions that facilitate effective networking and cooperation (bilateral, regional, etc.)
• To promote an understanding of the different institutional perspectives and organizational cultures present among military, police and civilian components in peace operations.
What does the IAPTC do?
IAPTC activities are normally limited to an annual conference. Each year the annual conference is held at a different location. Education and Training Institutions (police, military and joint/civilian) from different countries volunteer to host and the hosting is done on a rotational basis by continents.
In the early days the annual conferences were limited to exchanges of information on education and training programs and developments. Over the years the annual conference has evolved in a number of ways. For example, it now includes a seminar portion with a topical theme. There is also an opportunity to discuss issues of mutual concern within professional groups – military, police and civilian. Moreover, the IAPTC program considers training issues of common concern, in multifunctional groups. In addition, there are ample possibilities to exchange information on education and training practices, policies and methodologies amongst the many institutions participating.
What is the Ideas Bazaar?
The Ideas Bazaar, initiated in 2005, is a half day event where institutions and individuals are able to present new ideas, learning methodologies, best practices, and innovative tools and procedures in the field of peace operations education and training. A second purpose of the Ideas Bazaar is to provide a forum whereby individual institutions and organisations are able to inform conference participants about their capabilities, programs and opportunities.
Who can participate?
Participation in the annual conference of the IAPTC is open to representatives of Peacekeeping Training Centres, Multifunctional Education and Training Institutions, Police Academies, Research Institutions, Academia interested in peace operations, and officials in government, international organisations, regional organisations and non-governmental organisations responsible for, or interested in, peace operations education and training. Those attending the annual conference comprise the membership for that year and are entitled to participate in the Association’s annual general meeting, normally held on the last day of the annual conference. The annual general meeting deals with the business of the IAPTC and develops guidance for the future of the Association and for upcoming annual conferences.
Is there a membership fee?
There is no membership fee to belong to the association. The countries and institutions hosting the annual conference strive to keep conference fees and accommodation and meals costs to a minimum, and in many cases these costs are partially subsidised by the host. Costs for attending are therefore normally borne by those participating.
How is the IAPTC managed and organised?
The IAPTC is managed by an Executive Committee and the annual conference is organised by this committee. Members of this committee generally participate from 1 to 3 years and it comprises a president (from the host institution of the past year), the outgoing president, the host, the future host, the secretariat and the 3 annually elected chair persons of the organisations’ functional groups (police, military and civilian).
Where will future conferences be held?
In keeping with the principle of geographic rotation by continents the 2011 conference will be held at PKSOI, Carlisle, USA. It will be hosted by US Army Peacekeeping and Stability Operations Institute. The 2012 conference will be held at Crisis Management Centre (CMC), Finland.

Annual Conference
The 17th IAPTC annual conference 2011 will be held at US Army Peacekeeping & Stability Operations Institute (PKSOI) in Carlisle, Pennsylvania (USA) from 14th to 18th November 2011. The theme of the conference is "Evolving Peace Operations: Challenges, Requirements & Possibilities for Education & Training". Two sub themes are as under:
1. Identifying future education and training challenges & requirements.
2. Identifying possibilities; subject areas & methodologies.
NATIONAL COURSES
1. NUNC -20 CUNPK conducted National UN course (NUNC-20) for Indian officers from 7th- 11th March 2011. Total 44 officers (41 from Army and 02 from Navy and 01 from IAF) attended the same.
2. NUNC -21 CUNPK conducted National UN course (NUNC-21) at CUNPK from 9th – 13th May 2011. A total of 48 Indian Army Officers attended the same.
3. NUNC -22 CUNPK conducted National UN course (NUNC-22) for Officers earmarked for deployment in various UN Missions was conducted at CUNPK from 11th- 15th July 2011. 68 officers (including 64 from Army, 02 from Navy and 02 from Air Force) attended the course.
4. NUNC -23 CUNPK conducted National UN course (NUNC- 23) at CUNPK from 17th- 21st October 2011. A total of 26 officers (22 from Army, 02 from Navy and 02 from IAF) attended the same.

5. UNSLOC- 9 CUNPK conducted UN Staff and Logistics Officers Course from 7th- 25th February 2011. A total of 56 participant’s including 25 from foreign countries along with 1 Foreign Instructor & 31 Indian Officers (27 from Army, 02 from IAF, 02 from Navy) attended the same.
6. UNMOC- 11 CUNPK conducted UN Military Observer Course from 23rd May- 10th June 2011. A total of 46 participants including 16 from foreign countries along with 1 Foreign Instructor & 30 Indian Officers (28 from Army, 02 from IAF) attended the same.
7. UNMCOC- 11 CUNPK conducted UN Military Contingent Officers Course from 29th Aug-16th Sep 2011. A total of 52 participants inlcluding 23 from foreign countries and 29 Indian officers (24 from Army, 02 from IAF, 01 from Navy and 02 from Police) attended the same.
CUNPK - Important Landmarks
1. 11th Annual Conference of International Association of Peacekeeping Training Centres (IAPTC): 11th Annual Conference of International Association of Peacekeeping Training Centres (IAPTC) was held at the Centre for UN Peacekeeping (CUNPK), USI from 25 to 28 Oct 2005. The theme of the conference was "Training for Peace: Cooperation and Coordination". 76 foreign participants from 33 countries across the globe along with 46 Indian participants drawn from military, police, civil, academia, research scholars, UN agencies and bureaucrats attended the conference. In this epochal event, the IAPTC Presidency has been bestowed on CUNPK and with the unanimous recommendations and approval of the Annual General Body, Pearson Peacekeeping Centre, Canada who had held the same since 1995, transferred the Secretariat of IAPTC to CUNPK. India (CUNPK) became the first country / institution to take over the Secretariat from Canada. Since taking over the Secretariat CUNPK has organised the Annual Conferences of IAPTC as under:-
